Ministers wanted an amendment inserted into the bill, that would have made it possible for Mi5 spies to refuse to give evidence.
The bill is supposed to have the power to force public officials to tell the truth after disasters.
But the amendment sparked criticism from campaigners and victims' families. Fearing a backbench rebellion, the government scrapped plans for a vote on the amendment.
