
Exclusive: Watchdog accused of failing to act over repeated warnings about fraudster care manager
The care regulator has been accused of failing to act on multiple warnings about a care home manager who faked a resident’s will to steal her estate, Channel 4 News can reveal.

At least six separate complaints were made to the Care Quality Commission (CQC) – including one more than a decade before Jamiel Slaney-Summers was able to target Rita Barnsley inside Amberley Care Home in Dudley.
Two further safeguarding concerns were directly raised with England’s care regulator about the financial abuse of Miss Barnsley, including a notification that was logged six months before the 84-year-old’s death in August 2021.
Slaney-Summers was jailed for five-and-a-half years at Wolverhampton Crown Court on Friday after being convicted of trying to steal the majority of Miss Barnsley’s £175,000 fortune.
Her former bosses and co-convicted – Lyn and Graham Walker – will be sentenced at a later date.
Channel 4 News has spoken to multiple former colleagues of Slaney-Summers as well as the daughter of a woman who raised serious concern about her mother’s safety under the disgraced care home manager.
