What is Commerce Raiding? ? It's a naval strategy that targets an enemy's logistical capacity by attacking merchant ships, rather than their warships. Evolving from privateering in the 16th century, it was famously employed by the German Kriegsmarine during both World Wars. In the Battle of the Atlantic, U-boats and surface raiders aimed to strangle Britain by cutting off supplies.
