The proposed scheme is in addition to the UK rejoining Erasmus+ in 2027, a decade after Brexit.
Starmer blames Nigel Farage for the consequences Brexit has caused and says this scheme is part of Labour's attempt to rebuild the UK's relationship with the EU.
