Radiation shielding, controlled spaces, cooling systems, and emergency safeguards add weight and take up volume that would otherwise carry freight. A nuclear cargo ship must either sacrifice payload or become larger simply to transport the same amount of cargo.
Maintenance, refuelling, and crewing also become more specialised and less flexible. Cargo ships stay profitable by adapting to routes and markets, while a nuclear vessel depends on rare facilities and highly trained personnel.
